It's because his contract was terminated for violating rules. When this happens, the contract is not bought out, the player is not owed money. The contract becomes void, so the cap hit is removed and no penalty to the team is issued.

That is totally fair and reasonable. The team shouldn’t have to suffer because a player can’t follow the rules. In the unreasonable hard cap world the NHL have themselves created, that is a slippery slope though.
