No it really doesn't. Arizona said the same thing last season when Chychrun had an extra year remaining on his contract and the Kings walked away. It's the reason why Ottawa was able to get Chychrun for well under the reported asking price.

Arizona was playing hardball with the Kings because they thought Blake was all-in on Chychrun. They wanted Clarke. The Kings put together a few different packages that included other prospects and players (including one with Sean Walker, who was the "cap" you're referring to), all of which Arizona turned down because they said exactly what you did, "chych to Kings starts with clarke".

A few days before the deadline, the Kings traded for Gavrikov instead, leaving Arizona at the table with no suitor and no time. Arizona made the only deal they could with the limited time they had left.
