I could see this trade kinda but Come would be traded to CGY where they'd retain half his salary and then be moved back to VAN at a $1.5M cap hit

Calgary probably accepts this offer.

I wasn't commenting on that. I meant there's a rule against retaining a salary on a player when trading him back to the team he was acquired from in the same season. That'd make it way too easy to circumvent the cap, far worse than abusing LTIR to get around the cap.
