could he? yes. should this happen? no. few reasons, Ottawa and Montreal are rivals, I don't see Ottawa trading Norris to a rival because if he can stay healthy and play good they'll have to play him 4+ times a season for the next 6 years and would have little to show for him in return. But the risk that Norris can't stay healthy or just isn't an 8 million dollar player could set back Montreal's plans, look at Anderson and Gallagher for example, neither are worth the money they're being paid, it would likely cost them assets to dump their contracts, and if they choose to let them play out their deals then they're wasting money that could be spent elsewhere to improve the team, and while the team isn't good now so it's not really a problem, if they have Norris being a "problem" for 6 years that could hinder the team's ability to compete, and keep improving the team
