For Matvei, they would have to. Boeser at 75% retained is a steal, Garland is on a good deal, and Meyers 75% retained is good value for a bottom pair. The Caps are still looking to win.

McMichael and Protas are also in the deal. Vancouver will be bad in a top heavy division. It wouldn't hurt to be just take on bad cap this year and then have Boeser on the books for another.

They might be the worst team this year and they'll at best be a bottom 8 in 24-25. It's better to get assets than splurge on free agents that could fail to mesh. Having to deal with those contracts for 1 year after Bedard extends isn't the end of the world.

Risto is quite literally one of the worst players with a one-way deal and has 4 years left. Atkinson played a total of 0 (zero) games last year. RIsto has very negative value, and Atkinson is a negative asset too.

Chicago takes on 4 really bad contracts, but also adds 2 additional lottery picks in a stacked draft. They only have to deal with OEL and Ristolainen for 1 year after Bedard's ELC. They get 4 veteran players that help reach the cap floor. They lose 4 mid-level prospects and some picks, but the 4 top 20 picks in this draft and the 3 from 2022 would easily make up for that loss.
Philly gets rid of probably the worst 5v5 player in the league right now (Ristolainen) and an injured Atkinson. $11 million in cap relief and some picks/prospects.
Vancouver is in the same boat, get rid of the OEL and Myers contracts for $13 milllion in relief and picks/prospects.

No retention is why the return for San Jose is effectively nothing. Look at the Burns trade.</div></div>
Chicago has almost $40 million to spend, and I'd take OEL just for a veteran presence and to hit the floor.
