I think the player to go is more obvious. With Nurse, Ekholm and Broberg on the left side, Kulak is the contract that will be divested if Holland needs to clear one.
I don't disagree that Foegele is somewhat at risk due to his contract, but I do disagree that he's a cap dump. GM's have repeatedly shown that a big, fast and physical guy with a good motor and decent hands is valued around the league.
Look at the Oilers forwards 5v5 goal scoring this season, Foegele shows well despite rarely playing with McDavid or Draisaitl.
1. McDavid: 1.60 goals/60
2. Kostin: 1.38
3. Kane: 1.13
4. Foegele: 1.04
His points/60 is a hair above RNH's for the season, he leads the forward corps in takeaways and is near the top of the list for hits. He's well worth his remaining $2.75 x 1 contract.

I don't think Foegele is a Kassian-like cap dump, do you? He does exactly what he's paid to do: bring size, speed, physicality and some goal-scoring to the bottom six while being dependable defensively. And he only has 1 year left at a reasonable cap hit.

Edmonton just traded for Ekholm, who pushes Kulak down to 3LD which was Broberg's position. They'll be looking to offload a 3rd pairing lefty next summer, not take on another.

While I would have loved to see Meier on the Oilers roster this season, I don't see a fit at the expected cost of the next contract. Meier has posted weaker numbers than Evander Kane over the past few seasons and Edmonton is paying him $5.125M, there's no room for them to pay Meier the $8-9M he's looking for.

It's important to remember that Bouchard has played mostly on the 2nd PP unit, while Barrie has played mostly on the 1st PP unit. Context.
While on the first unit, defined as when all of McDavid, Draisaitl and Nugent-Hopkins are also on the ice, Bouchard's on ice goals per 60 are 16.84, while Barrie's are 16.01. That's for 5v4 only.
Furthermore, the Bouchard-backed 1st unit created about 25% more expected goals and almost 30% more scoring chances than the Barrie backed 1st unit. And that's with nearly 60 minutes of track record.
It's Bouchard's job now. They aren't interested in bringing in another PP specialist let alone "desperate" to do so.

The PP has scored just as well with Bouchard as with Barrie this year. And trading multiple players for one player of equal cap hit leaves them well short of a full roster, so that's not an option.
I mean we're talking about the #1 offensive team in the NHL. They aren't "desperate" for more offense.

Well, he's clearly superior to Derek Grant. So why would Edmonton pay a 2nd just to downgrade? They don't need the cap space, they're most likely finished adding. They would just have to spend even more assets to find a replacement for Foegele. So it makes no sense.

8 x $9.5 is pretty steep for Meier IMO. Larkin, Horvat and Barzal all just signed for less. They all play a more important position (center) and have similar scoring numbers over the past x years.
Barzal: 254, 65-150-215 <strong>0.846 P/GP</strong>
Larkin: 246, 81-122-203 <strong>0.825 P/GP</strong>
Meier: 258, 100-108-208 <strong>0.806 P/GP</strong>
Horvat: 256-108-98-206 <strong>0.805 P/GP</strong>
