Hayes will help, so will the growth of Dahlin and Mittelstadt. The addition of Olofsson and Nylander to the lineup would also help. Idk about 25 points but certainly a fringe playoff team

Not enough changes for an up swing in production

The promotions of 2 and growth of the 2 will help but that alone, plus an overpaid free agent signing for a bottom 6 player, will not be nearly enough to put them into playoff contention. As much as I want to trust in the optimistic outlook on what kind of impact Krueger may have, if the only offseason change Botterill makes is signing Hayes, he should - and probably will - be fired by January when the Sabres end up too far back in the playoff race. Keeping the status quo, with only 1 minor addition and 2 promotions, is suicidal IMO.
