Ottawa says no.
They're not giving a very early 2nd round pick for Jost, who's on his way to bust status, maybe. He's an NHL player with over 200 games, but a 4th liner at this point and not worth including the #33 overall pick. I'm not saying he's being traded for the #33 overall pick, just that you want it included to acquire Jost. 200 games is 1/5 of the way to a 1000 game career. It's indicative of his abilities. There's no improvement in his production. He could end up like Paajarvi, a good player that doesn't produce, maybe. If he's a late bloomer, that's fine, but Ottawa isn't paying that much to find out.
As for the minor bump in the draft order, they're not giving a mid 2nd round pick for essentially an unknown value. Small jumps in the draft order are done on the day of the draft, when the pick is reached, because there's no gauging the value of a small bump up. If the targeted player is there, and it looks like he's going to drop to your pick, why trade up? The draft is a fluid situation, constantly changing. Small increases in draft position prior to the draft are complete crapshoots.

I don't have a problem giving a mid second round pick for Tyson Jost, as he is a legit NHL player, and still has some upside at 22 years of age. The SJS pick is next year, and will probably be lower into the second round than this year. CBJ pick is 52nd, but after the Arizona forfeit pick, so it's actually the 51st player chosen.
I would counter with the 33rd pick instead of the 28th.
