With a depleted prospect pool, a reduced number of draft picks for 2022 and a group of core players who will be exiting their prime in the next 2-3 years, I think Vancouver has missed it's window to do a minor "re-tool".
I quite like both Miller and Horvat, but based on their age and contract status, I think it makes the most sense to trade both those players while their value is at it's highest. If Vancouver can use those assets in combination with some free agent signings they MAY be able to start being competitive in 2-3 years instead of the 4-6 years a rebuild would take. If they are impatient and don't commit, it will be another long period of time before the team is consistently competitive. The core pieces are already in place.
