If Barrie is on the market there will be plenty of takers. I don't think Vancouver is a fit but your insinuations that Barrie is a cap dump are false. He's an elite offensive defenseman.

Only 4 defensemen have more points over the past 4.3 seasons, going back to 17-18. That includes time on 3 different teams, so you can't use the McDavid & Draisaitl excuse. He's elite.
