Getting rid of iffy cap for just picks doesn't happen. It's a a cap league where other teams have cap issues also.

Even at double retained Tampa can't fit Bo Horvat onto their roster.

And that offer is so easily beaten it isn't funny, JR wants NHL ready players. Not players that're 5-6 years away.

Yeah but how much do u want to give up to swap bailey for garland given the number of years Garland has left. Don’t get me wrong I’d be happy to swap players, but in this cap environment it’s hard to justify making a four year commitment to any player who isn’t a star.
