OK, I won't be harsh. But take a look at that cap space (or lack of). That's why he hasn't been traded. No one has cap space to take on a 4.5m NHL unknown, without at least sending money back to Vegas.

Shipachyov is currently home in Russia right now, He doesn't want to play in US he wants to play in the KHL so good luck thinking he's coming to Pittsburgh.
