I see the Leafs carrying 3 goalies to start the season out of fear of losing Sparks on waivers, then when a team faces goaltending injuries they look to move McElhinney.

I'm hoping that Sparks shows enough in training camp to be the back up. The Leafs have to know sometime if Sparks is NHL good enough. Here's my thought. Mcillerney, Pickard are waived but go unclaimed. Marlies carry three goalies. Leafs allow Mcillerney to stay in Toronto, play some Marlie home games, work with Sparks and Andersen, is a practice goalie with the Leafs. Again only if Mcillerney wants to take on this role.
If Sparks falters or a Leaf goalie is injured, Mcillerney can return to the Leafs.

Problem with your plan is that I think Mac would be claimed by Calgary. They need a backup incase Smith goes down, and Mac showed he can fill in well last season. Personally I agree with op about carrying 3 goalies until someone (Calgary) gives us a call.

You may be right. After training camp last fall just three players were claimed on waivers. A team has to keep the claimed player on the NHL roster or risk losing them. Does Calgary want to keep both veteran Smith and Mcillerny who are veterans in their last season, and not try one of their young goalies at the NHL levei? Kinda like the Leaf scenario. Lots of intrigue, certainly Mcillerny has proven he is an good NHLer.

McELHINNEY Gets picked up off waivers without a doubt. His numbers were off the chart last year. It’s a situation for sure. There are plenty of teams that could use his services. Maybe we do have to keep three goalies.... either that or we gamble with sparks.

The worse scenario for the Leafs (and this is with almost any NHL team) is. Mcillerney is waived and claimed. Leafs go with Sparks....,he's OK, but then Andersen get's hurt. Then It's Sparks and Pickard. Maybe keeping three goalies (and going with 13 forwards) might be the safest scenario as you suggest.
