Lucic is traded after July first so Edmonton absorbs his 3 million dollar signing bonus of 2019-2020. After absorbing that signing bonus, there's only 16 million in real dollars owed for the remainder of the contract (an average of 4 mil per season), which means the Canes would only pay Lucic 2 mil in real dollars per season because Edmonton is retaining 50%. The cap hit for the Canes is still 3 million though, so it helps them get to the floor. Edmonton is forced to take back Rask who's contract expires at the same time is Lucic's. Given how poorly things have gone for Lucic in a fishbowl market like Edmonton I'm sure he'd jump at an opportunity to go to a market where he can hide like Carolina.

Russell must submit a list of 10 teams he's willing to be traded to starting in 2019-20. Being close to Alberta is a priority for him, and since trades within the division are less common, my guess is that he puts LA on that list hoping that Edmonton won't trade him within the division and if they do at least he's reasonably close to home.
