I mean, everything in there is an absolute dream for Toronto. Neither team would ever accept, and the leafs would be ecstatic to get Marner on that contract.

$10.5M is the max I could see Mitch making in Toronto, and the only way for that to happen I think is with an offer sheet, because at that point it's 2 1sts 1 2nd 1 3rd, which isn't quite good enough return so it might still be better to overpay him by $1M. But I don't think they should sign anything more than $10M unless they're forced to with an offer sheet.
