Cause the best talent is found in the 6 and 7 rounds (Conner Brown, Andreas Johansson)

So ACGM's can add all those 6th and 7th Round picks to trade as "sweetener" to get the better player.

Because Dubas likes drafting Euro/Russian players and it's in those Rounds you can find a hidden diamond in the rough (or waste a pick by trying, most often the case).

Well I mean considering Dubas and the Leafs are extremely well-versed in analytics, it's a known fact that the drop off between a 3rd pick and 7th round pick is almost non-existent. It's a market inefficiency to swing for the fences and draft small players with real talent/skill and develop them into complementary players for our star players (i.e. JT, Auston, Mitch and Willy) and Johnsson and Moore are perfect examples of this.

Small and fast doesn't beat big and mean come playoff time, the Leafs already have 4 strikes against the tougher team (3 losses to the Bruins; 2013, 2018, 2019 and 1 to Caps 2017).
