Behind the scenes he's probably told GM's who have called in interest of offer sheeting that he would rather stay in Toronto.

What other reasons could there be in no offer sheets so far?
The other thing is...as a GM I personally would not want to offer sheet a player if I didn't have close to 95% chance of getting said player.

A GM (hello Mr. Bergvin) looks dumb if he offer sheets a player and doesn't get him. Or...perhaps it's a ploy to tell the fanbase "we are doing what we can to aquire good players" while not really.

I personally believe he was shown multiple offersheets but did not sign them. I love Mitch but this contract **** is ridiculous..
