How does this cap situation work

Description
Can someone explain how Carolina is able to make this work? I understand LTIR doesn't count against the cap but listening to GM Don Waddell talk today he said if Hamilton and Pesce come back they can easily squeeze them back in but that would put them at ~ -$ 8,000,000.

So they could only come back in the playoffs? So if they're healthy to return before then they have to sit?

GMs would make sure they are still LTIR even if they might be fine earlier so as not to go over the cap before playoffs.

correct me if im wrong but I think the cap is cumulative over the whole season. CAR can go "over" the cap now since they were "under" by so much for most of the season. They wouldnt be able to have this roster for a whole season but they are basically using up the money they didnt spend earlier.

oversimplified example: lets say you have a budget of $100 for 10 days - you can either A) spend $10 per day for 10 days, or B) you can spend $8 per day for the first 5 days and spend $12 per day for the last 5 days. It still adds up to $100 total so you are still within the budget either way.

One thing is for sure. Jake Gardiner is getting traded in the offseason. Almost a guarantee at this point.

You guys should have moved edmundson out imo. Recoup a few assets since he’s not going to be on the roster.
