I would say even if Fox would play in Toronto the Rangers shouldn't do this.
Fox drives maybe a tad less offense than Reilly does, and obviously scores less, but is a positive defensive player where Reilly is not.
Fox is making under a mill against the cap for the next two years, Reilly is making five million.
Fox is restricted at the end of his deal. Reilly is not.
The only thing it benefits the Rangers to do this for is shedding an RFA with performance bonuses which could help their cap situation NEXT year should they go over (which they likely will with all the players who have performance bonuses), but I think they should shed somewhere else rather than lose Fox. Whether that's a benefit to the Rangers rests on whether enough guys meet their performance bonuses that it goes five million, but there are other ways around it where they don't shed their super young talent. Trading DeAngelo/Smith/Buchnevich, or manipulating Lindgren/Kappo/Shesterkin/Lafreneiere's playing time so they don't meet their bonuses would be the smarter move (though kind of a dick thing to do to their young guys).
