tierney is worth more than that package alone, excluding the 4th and matheson. matheson has a ton of negative value. sens easily decline

A team can only have 50 contracts, and most teams prefer to stay around 46-47 contracts, so they have room to pick up players that aren't Matheson, Riikola, or Miletic

He doesn't drive offensive particularly well, isn't good defensively (and that's putting it lightly), has terrible impacts on the PK and PP, and also has terrible finishing talent.
