The real criticism actually goes to Waddell for the 1st rounder the Canes lost to get him. Thats pretty terrible. Could have had Braden Schneider (or Hendrix Lapierre depending how you view that trade going down)
We can judge that when those players play games in the NHL. Getting a (slightly) overpaid top 4 defenseman with term for a late 1st is a wise decision. He can skate, kill penalties, and play 20 mins a night.

There is no world in which he SHOULD play 20 minutes a night, and should be used ideally on the powerplay and on the 3rd pair, but seeing as Bean and Hamilton have the QB spots on the powerplay kind of nailed down, feeding him to the wolves on the PK is alright too I guess. ALL of his underlying numbers suggest he is god-awful defensively, and honestly, the eye test doesn't disagree.
