Blackwell has little value on the trade market and NY would never be able to get the value in a trade that he provides them on the ice. Just no scenario where teasing him makes sense

Yeah, I would say a 3rd round pick would be "fair", but in reality, 3rd round picks rarely amount to anything. If the Rangers add another forward in the offseason, perhaps a "tough" guy, and really don't think Blackwell will find ice time it could make sense. But at his low salary he doesn't hurt you even as a healthy scratch most of the time.
