Foote would be a really nice add for the Habs, but I think the timing would make things pretty unlikely. They wouldn't be able to tender an offer-sheet until after the expansion draft, so Tampa would have already lost a player to Seattle and had lots of time to make a trade or two to free up the miniscule amount of cap space they'd need to match.
