I'd say Amadio is in the fringe tier and Kerfoot in the top 9 tier, but other than that I agree with you.

I would argue Kerfoot is top 9 because he's better then everyone in the Top 9 tier
but the tiers of Middle 6 and Top 9 aren't exactly that much different

I think brooks has far higher potential, he had a 130 point season in the WHL at one point, and then immediatly transitioned quite well into the AHL with a 40 point rookie season, then hes got 8 points in 19 games in the NHL, which is almost half a point per game as a 4th line player.

Agreed, I'd just like to see a little more to be certain. Brooks and Kampf could probably be swapped now that I think about it.
