Isn't Horton's contract a moot point for a team that has the money to waste? It's full relief right, or am I missing something?
Toronto has $8.3M buried in the minors coming off this season. (edited this, I was still stuck in 17/18 mode )

Well it would start with reporting a post. We don't look at every Arm-Chair gm. If you report it, we will see it right away and we will decide if an infraction needs to be added to the account.

I think I figured out what was missing. You can't use LTIR during the off season, and can only exceed the cap by 10% during that time.
So with the leafs having roughly $10M in contracts back on the books during that time, and the upper limit being 83.6, they would be $2.4M over the cap if they reached $76M through trades/signings.
They effectively have a $73.6M cap ceiling. If you factor in the ~$3M in buyouts, even less to work with for current contracts.

That's not correct either. Overages and LTIR are not overly related.
Overages occur when players hit performance bonuses and the total amount of accrued bonuses exceeds the cap. The amount exceeding will be an overage penalty for next season.
LTI relief occurs when a team is very close to the cap limit. They can place a long term injured player on LTIR and get a cap relief. They don't always get the entire cap hit as a relief. For example- if a team is $1M below the cap limit and place a player with a $5M cap hit on LTIR. That team will now get $4M relief to exceed the cap limit.
