That would encourage outright tanking so no, however, the rule of you can only win 2 lotteries in 5 years and you can only move up 10 spots should reduce the weird cases

2020 was an odd year because the way the NHL handled the draft lottery was poor

Maybe only make the bottom 5 teams eligible to select 1OA. I don't think a 90+ point team that just misses the postseason should select ahead of a 60 point team. Imagine the outrage if a team like WPG, BOS, or DAL landed the top pick. The Draft has always been a great tool for competitive balance. It should be kept that way w/o encouraging tanking.

The draft is fine how it is, mostly.

2020 was clearly not a standard draft, but there was nearly a 1/4 chance that one of the teams that got knocked out in the qualifying round would've gotten first.

I honestly believe the draft should've been kept the way it was prior. Being a bad team shouldn't outright entitle you to the top player in the upcoming draft class.
