Basically, because we are compressed and dealing with 31 GM's and 277 players at the same time, in order to deal with them en mass, GM's were not limited in their number of bids.
The limiting factor is the UFA budget, which a GM cannot apply during the bidding process, as they do not know which players they are able to sign or how much it will cost them.
If everyone had to sign every player they made an offer to, it would undoubtedly result in some teams going over budget. The alternative is to not bid on enough players and potentially not be able to make enough signings in order to fill your needs.

If you bid on 3 players, and the home team matches on all 3, you get nothing.
If you bid on 10 players, and end up with the highest bid on all 10, you end up with too many players and go over budget.

This was a suitable compromise between getting nothing and getting too much. It shouldn't be an issue, as the other GM's that want a player benefit from a team deciding not to sign them.

Bids are also offers to a player. They do not become a contract until they are accepted. GM's are setting the market, but these terms are actually to be viewed as coming from the player's side. If the GM is willing to accept the offer on the table for a player, they can sign that player. If not, the player will adjust his ask and go to the 2nd team on his list, then the 3rd, and so on, until his ask is reasonable enough that he finds a team willing and able to meet his terms.

Maybe it isn't perfect, but it's simpler and more organized to manage it this way.

So Rico, apparently Kyle Okposo can be LTIR'ed now (he claims to be healthy, but teams are still wary; this is exactly like Simon Despres, so think of it as LTIR-conditioning). If he can indeed be LTIR'ed, my current budget is $14,624,102.

Also, some of the guys on my roster include the waiver-exempt Adam Gilmour, Pavel Jenys, etc.

Not sure where you heard that on Okposo, but it's more similar to Hossa than to Despres.
Waiver exempt doesn't matter either. The roster restrictions were so every team was forced to set a budget based on the same standards.
Everyone had to have between 20-23 players on their roster so teams couldn't bury extra players in order to artificially increase their cap.

The budget number established prior to free agency will not be changed unless the BOG rules otherwise for some reason, which would allow every team to adjust their budget, and create a huge mess, so I would strongly recommend against it if they considered such a change.

Can I at least do something with Okposo and no other players? Very few guys have players who can be LTIR'ed, so it's not a big mess. I'll take a level 2 infraction in exchange for it, even.

Imo, no. You'd have to talk to the BOG anyway, not me.
It's not fair to other GM's unless it applies to everybody, and if you are permitted to make any budget changes now, other teams should have the same opportunity.
You didn't give me a source for any Okposo information regarding his status, so it's no different than asking, "I have a player born on Tuesday, November 11th. Can I remove him from my budget since there aren't many players that have the same birthday?".

How is that comparable in the slightest? Okposo is coming off a serious illness; there are reports all around that he claims to be healthy and is back on the ice. All GMs with LTIR-able players should be able to do this too, imo. Having a serious illness is a little different than having a birthday on November 11, wouldn't you say?

It sounds like putting him on LTIR would be fair if you couldn't play him until you move the cap. So if you sign more players, which you cannot turn around and trade, you'll have to purge your best players after. That's a risk I believe is fair, but I haven't liked this UFA stuff the entire way. I think it was handled very poorly and by next year it will be much, much better. It's not surprising I don't agree with the BOG on this type of ruling.

I'm exaggerating, but if he isn't on LTIR and there is no expectation that he will be, there's no technical difference. He had an allergic reaction to medication taken for a concussion. I haven't seen anything to suggest he will go on LTIR. Opposite in fact, he's expected to be healthy and ready to go. Which is why I asked if you had reason to suspect differently.

Look at my roster. I have Richardson, who actually is on IR and he's still counting against my budget. Why should Okposo, who is not on IR, be permitted to come off of yours?
That's the point I'm trying to make. There are a lot of players who "may not" be healthy to start next season and nothing that makes Okposo any different.

Check the UFA Signing thread. You currently have the ability to sign him, but you'll want to check that sheet regularly if you are waiting on any other players you have bids on.
