Better to trade for Kane (hoping he will low key ask for a trade) and that way it doesn't matter who the 2c is when you have Panarin and Kane on the wings.

I think you ask the Hawks to retain half of kane as the Hawks will want one of your best prospects back for Kane and that isn't going to happen without giving the Rangers cap flexibility

I'll bite; why wouldn't you want one of the best RW'ers and best US born players to ever play the game, especially since he and Panarin aren't only friends but have demonstrated amazing chemistry on the ice together?
