Having a player on LTIR at the beginning of the season and have him on all season doesn't give a team "relief". A simple rule is that teams can have 82.5m of "active player cap"
Of course there is no indication that Weber is going to be on LTIR for the next four years. Admitting he might retire like Luongo did especially since his actual salary is "only" 6m in the next four years.

Reilly Smith can't come back from LTIR until they clear 5M. They need to dump Dadonov, don't need to take Weber's contract. Weber is only useful to Arizona to save money reaching cap floor.
