Not necessarily. There isn't a lot of precedent for $9 to $9.5 million for 8 years deals coming off of RFA contracts, the only being Kucherov who heavily outscored that pace.

Rantanen (87 pts in 74 games) signed $9.25 million for 6 years.
Kaprizov (51 pts in 55 games) signed $9 million for 5 years.
Aho (83 pts in 82 games) signed $8.46 million for 5 years.
Draisaitl (77 pts in 82 games) signed $8.5 million for 8 years.
Jack Hughes (56 pts in 49 games) signed $8 million for 8 years.
The last 3 are centers, so are paid a premium for position. Every player in this list carries their line where it's not verifiable that Laine does that consistently.
I won't be surprised if he signs for that much, but I won't be surprised if he signs for as low as $8 million per year either.
