In principle yes but I think Motte is a premier 4th liner in the league and would be worth it.

Premier 4th liner is an oxymoron imo. They are generally very replaceable players. Low skill high effort.

OTT declines, Formenton is going to be just as good as garland and garland is not the type of player OTT needs

I think that's selling 4th liners short. Tampa Bay has one of the best 4th lines in the league but even they have cost Tampa with some stupid plays on occasion (mostly Maroon). Playing responsible hockey without the puck is an art that takes practice and Motte is one of the best in the league at reliably pushing play the right way. Not everyone can do that, or at least as effectively as him. Motte can be our one long term fixture on the 4th line with the other two spots seeing frequent change.

not sure how you can conclusively say that the Ottawa deal is a "fair trade" when Formenton had a single less goal than Garland while being 4 years younger, and then the Sens are kicking in a heavily valuable defensive prospect just for fun. I'm not even confident I would say yes to Formenton for Garland 1 for 1
