Scott Hartnell

Based on some reports the Blue Jackets did not ask Hartnell to lift his no movement clause meaning they most likely have a deal for Vegas in place. What does that deal include? Which pick/prospect or player?
I do not know much about the Jackets farm system, but I would assume that Vegas would take one of their prospect or picks with Jack Johnson (eating the last year of the 4.36M cap hit)

Basically. If that is the asking price from Vegas they might rob a few teams blind.

i thought they weren't allowed to take Clarkson though.

It might be in a trade as insurance and they would pick the prospect

Salary cap to reach the floor? It does seem like a strange name but I don't know if they would pay the salary or the league would.

Clarkson has to be on the opening 23 man roster to qualify for LTIR status. Therefore, Columbus has to fit his full contract under the cap ceiling before the start of the season. He'll immediately be placed on LTIR and they'll get a credit freeing up his cap hit, but they still have to fit Clarkson under the cap to start the year so Columbus is limited when signing players before the season.

Shipping his contract off to Vegas frees them of this problem.

The Maple Leafs rake in the cash, so they could afford to pony up the money for Horton's uninsured contract. And, yeah, Clarkson was still playing; I think the Maple Leafs were bumping up against the salary cap at the time because of Nonis's idiocy, and they really, desperately needed to dump a bloated contract for an underperforming player. Horton could at least be LTIR'ed for cap relief; Clarkson couldn't.
