Yeah if it was legal I’m sure Gary Bettman would have a heart attack seeing bottom market teams filled with retained contracts.

No, It's called circumventing the cap. Once you trade a player to a team that player has to remain on the trading teams roster up to one full calendar year.

That's not true. The team that acquires him can trade him immediately, they just can't trade him back to the team that he was on (or any team he was on within the previous 12 months).
