Right now, they are on the roster, just not playing (like Hughes or Palat). Everything still counts.
Eventually they will be put into a “non-roster” bucket, which is treated like IR (we gain the roster spot, but cap still counts).
If they are suspended, they go into suspended list (for off-ice infractions) and they won’t collect pay, so won’t count against cap and won’t count against roster limit (but I think still counts against max number of contracts).
If found in violations of SPA rules, it would allow league or team to terminate contract altogether, so won’t count against roster limits, cap or number of contracts.
Right now, we have 19 healthy players on roster and cannot call anyone up (or make trade or waiver claim) until we move someone to LTIR.
There is a chance there was a pre-negotiated deal between league and NHLPA for this situation (not like it came out of blue) that would allow players to be quickly moved into suspension or termination. Hockey Canada still has a blanket ban against the entire 2018 WJC team until there is final resolution (so that includes players like Cale Makar). I would imagine once arrested, the five players will take more of punishment and the league, HC and PA will try to ease the burden on the others. But who knows.
