They still cant pay him lge minimum though, he will still gets his small raise and can say no. And if they dont sign him by Dec 1st, they retain his rights, but the suspension just sits and waits until he signs later.

LAK had to get special dispensation to remove Mike Richards contract/cap hit

But maybe league makes it easy for OTT
