Who wants to rebuild

Description
Every year at the draft the opportunities come from the teams who want to kickoff/continue a rebuild. Looking at the standings and relative ages of the team's in the league, these are the teams I feel will be looking to make significant changes:

Calgary
Washington
Pittsburgh
Philadelphia

But do they want to REBUILD or simply RETOOL?

Looking at Calgary, I feel they would like to rebuild, but with the contracts Tre gave to Kadri & Hubie, how can they? They are probably looking to retool on the fly and I would not be surprised to see them in the mushy middle for a few years. In that world, I'm not sure there are any players the Habs might have interest in that Calgary would want to trade.

Looking at Washington, their surprise playoff contention aside, they will probably be looking to retool on the fly and add players who can backfill Backstrom and Kuznetsov. Until Ove retires... I doubt they blow it up. For that reason I cannot see them trading any players of an age the Habs would be interested in for futures.

Looking at Pittsburgh - their retool on the fly has failed miserably. They really should trade Crosby & Co before they start looking like pure cap dumps... But they won't of course. Another mushy middle season for them. They won't rebuild until Crosby retires. The only asset the Habs could legitimately target would be a 1st round pick in 2025.

Philadelphia might be the only team who actually dumps a lot of players this offseason, but the players they want to move are all too old for where the Habs want to target. The players they have who are entering their prime, they won't let go of.

Are there ANY teams in the early stages of a full rebuild this offseason? It seems like everyone is either retooling or further along in their rebuild than the Habs. Seems like a terrible year for a Dach/Newhook-style deal.

          I know that Habs have a lot of young dmen I the fold, but I think that the only players that Caps are open to trade and Habs might be interested in are Jensen or TvR. Both good veteran RHDs that won't cost much to acquire.

          I don't think Caps and Habs are good trade partners. Only thing Caps will be looking for are legit young top 6 players and don't think Habs want to move any of theirs.

          Yeah I mean probably nobody ur going to get because ur picks are too high and prospects are too good that you won’t want to splash on basically any of these guys lol.

          Guys that Philly are probably looking to move:
          Laughton, Atkinson, Frost

          Guys that Philly would probably move at the right price:
          Farabee and Brink

          Guys that Philly would only move for an overpay:

          PHI already is rebuilding. WSH won't until Ovechkin leaves. PIT won't until their leaves. CGY won't due to ownership restrictions. Those three will "re-tool" which means prolonging mediocrity.

          Philly's desire to rebuild is a little suspect IMO. They have some interesting prime-aged players and those guys will be too old by the time a full rebuild takes root. They may decide to try and make the playoffs for another year or two before jumping in with two feet.

          I still think GMDB trades TK if someone offers a high end C prospect and a 1st. Like Buffalo.

          Buffalo and Anaheim are looking for top 6 RW. Not many available and Id argue that TK on a good team would be a 75pt forward.

          TK would be a PPG player on a good team, he already is on our team lol. Neither team seems to want TK either because he isn’t as young lol. They want basically the only two untouchable forwards on the Flyers.
