He is. Andlauer wanted Staios to be the GM permanently, and hired Poulin to be part of the "two headed monster" he wanted to emulate from MTL.
Not sure why OP is focused on Chiarelli as a benchmark.
Edit: if anything, if Staios goes back to being POHO-only, it's likely Bonis is elevated. They upgraded his title and kept him around when Staios became perma GM, so they like him

Sens decline because they need Giroux, aren't trading him, and this isn't an "an offer they can't refuse".
Giroux declines because he loves playing in Ottawa and it's home for him.

Few issues here:
1) Sens aren't trading a LD only to acquire another LD
2) Where's Pinto?
3) Where's Brannstrom?
4) Where's Pinto? (Needs to be repeated )
5) That 3rd pairing D is worse than this years
6) Sens don't/won't need goal scoring. They won't be signing a forward to 9+M.
7) If anyone makes more than Stu, it will be a top pairing RD that is outstanding.
8) Duclair has no role on this team
9) Brady will not be 2LW
Edit: 10) they get rid of MacEwen before Parker Kelly. Kelly is actually a useful player

I don't think the value is there for Saros. Sure, he only has one year left, but you're trading for him with an extension, so that will have additional value. None of the players listed has much value beyond maybe a late 2nd (Brannstrom), and you can argue Forsberg is a cap dump, so that would require payment

That is a bad trade for Ottawa.
Sens aren't trading Giroux unless he demands it, and even then, it would have to be an overpay. The 3rd round pick doesn't cover taking on the Mikkeyev contract, let alone provide compensation for Giroux with retention.

Ottawa doesn't really lack a scoring winger. They score plenty of goals. Heck, with Pinto back, Greig or Norris gets moved to wing.
So yeah, no chance Sens trade their young center depth and other high value assets for a winger that will likely be overpaid.
Edit: for reference, Sens have Stützle, Tkachuk, Batherson, Norris, Giroux, Pinto as 20+ goal scorers. Greig will highly likely hit that mark this season or next. They are fine for goal scoring. That doesn't include Tarasenko, as he might be gone. What they are looking for are 200ft players and a top 4 RD.

If you think he has value, trade him somewhere else and include the return in the package for whatever player you want to propose a trade for from Ottawa.

Both Friedman and Dreger have reported the Sens being interested. Apparently, should he want to extend, they would bring him in this season to get used to the city and teammates so that they can hit the ground running next season.
He is the type of player they are looking for, a defensive def top 4 RD. Also a vet. The only downside is his age, but no one is signing him for 7-8 years.
They could also just be making him aware that they have interest to set some ground work for FA. But, they could also just not want to risk the FA market and make their play now.
I doubt he actually comes here, but I could see the interest from the Sens. And how many times have fans in here said "why trade away assets to get player x, when you can just get him for free in FA" Only to see that player sign an extension and never make it to FA.
