If Dotchin doesn't perform well enough to be a 7th defenseman based on the upcoming season, then they can sign Prosser and use him instead. If the Lightning don't acquire Karlsson and Callahan agrees to move (and a team agrees to take him, though many would benefit from him), managing the cap without losing key assets shouldn't be hard if you're careful with how you allocate cap (e.g: not giving Stralman over $5,000,000).

When this becomes problematic is when Vasilevskiy and Sergachev need extensions and Seattle comes. The Lightning have to protect Stamkos, Kucherov, Killorn, Palat, Miller, Johnson, Hedman, and McDonagh. That leaves them with one forward slot and one defensive slot. The forward slot is Point, and the defensive is Sergachev. The problem is that they will really want to protect Cirelli (if they wait to extend Gourde until after the draft). I've seen it mentioned a lot that Tyler Johnson is from Seattle, and if he agrees to go to his home town (which he might, especially if he can win a cup with the Lightning), they can put Cirelli in that slot. Johnson will then be the best player available, barring any unexpected breakouts. Vasilevskiy will hopefully agree to about $6.5 million, and if the cap goes up by another $2,000,000, then along with the other $2,000,000 that Johnson took up, they can afford to pay Sergachev around $4,500,000 on a bridge deal. Using the extra $894,166 from Sergachev's ELC, the $1,833,33 once Carle's buyout is off the books, and their little bit of remaining cap space, they can pay Cirelli about $3,300,000. You can play around with Cirelli and Sergachev's salaries, but $7,800,000 will hopefully be enough for both. Without Karlsson (who would force them to move Killorn and J.T. Miller, which could still be doable), they can keep their core in tact without having to sacrifice good players due to a "tight" cap situation.</div></div>

Agree with all this. TJ is from Spokane I believe but hopefully that's close enough. Killorn will also move into the Modified NTC clause 7/1/20 and have to provide a trade list so he could be moved prior to 20-21.
