You are right in the sense that the Rangers won't want to pay over $20M for 3 RHD, but the more likely scenario is they ship Trouba off somewhere next summer when his NMC becomes a limited NTC

Panarin has lead the Rangers in even-strength assists and points every season he has been on the team (even the year Putin was after him). Hardly just a power-play merchant.
I get that he was a disappointment in the playoffs (he certainly wasn't the only one), and he makes too much per year, but calling him dead weight is kind of ridiculous. For better or worse he will remain a Ranger.

The Rangers aren't trading Laf for future draft picks. They still would not have the space for Tarasenko even if they did that.
As tempting as it would be to unite the Pitlick cousins on a line, this is an easy decline for the Rangers.

The Rangers biggest issue on the back end is (other than Fox) they really struggle to move the puck out of their defensive zone. Hopefully Gustafsson and/or Jones help with that. Don't think slow "stay at home" defenseman are what they need right now. Didn't really work with Mikkola, don't think Dillon would be the right fit either.

I don't think the Rangers would have to add a pick in order for the Oilers to retain salary. Back in 1991 the Rangers acquired future considerations from the Oilers as part of a trade. It is about time Edmonton paid up on that.

I'm curious about Jones too. He'll need waivers next year and would certainly get claimed so Hartford isn't an option. I think they would've flipped him for a pick at the draft if they were ready to move on from him so I think they still have hope for him. If not, Gustafsson is at least a quality defenseman and was really good with Laviolette in Washington last season.

General managers lie all the time, so always possible that Drury is/was shopping Laf even if he denied doing so.
That said, the Rangers don't have the cap space to keep DeBrincat and I don't see how flipping him to a 3rd team makes them better. They are better off keeping Laf and hoping he starts to live up to his potential.
