Perhaps the tension between Formenton and DJ Smith reflects concerns about off-ice behaviour?
I like how Formenton plays, but the London gang rape noose is tightening around his neck.
With 4 LW available in Tkachuk, Joseph, Connor Brown, (assuming they hold on to him until the TDL) and Ridly Greig, I would be looking for ways to move him thousands of miles away from Ottawa asap before the London incident becomes a huge club problem and distraction.
IMO, a package of #7 overall, Formenton and Brannstrom (+ Zaitsev and another pick or prospect) should do the trick, as it should be sufficient to acquire Top 4 D Jacob Chychrun from Arizona, perhaps with another depth player for Belleville like Dineen.

In my opinion, the Top 4 RD is a much higher priority than the Top 6 forward, given (a) the ability of Shane Pinto to play RW with Stutzle, (which would allow us to fill in behind with a UFA 3C like Nic Paul, or offer sheet Nic Roy?) and (b) the imminent arrival of Ridly Greig.
Re: the Top 4 RD, I think McAvoy's surgery means there is little chance to secure Carlo this off-season. There is a good chance to acquire Dumba if the Wild keep Fiala, and no chance if they do not. The most realistic target is probably Scott Mayfield, who is in the last year of his contract and playing behind Pulock and Dobson. I think there is a deal there if we offer to swap the two 1st rd picks (7th for 13th) and give them Brannstrom and JBD (Mayfield's replacement).

1. Lawson Crouse is another interesting candidate, Size, skill and right age 2. Save the pick or use it to secure a Top 4 RD? I think you are right that the best bet is Scott Mayfield ( last year of his bargain contract, playing behind Pulock and Dobson, NYI needs scoring)

If lose out on Fiala, after July 1 signing bonuses are paid, Ottawa trades the 7th overall pick, Brannstrom and Zaitsev (4.5 cap, 3.5 salary) to NYI for the 13th overall pick, Mayfield (with an agreed extension) and Josh Bailey (5 cap, 3.5 salary)?
Hamonic plays with Holden and Del Zotto stays for now as the 7th D. Josh Bailey becomes Ottawa's Swiss army knife 13th forward.

The longer Giroux's contract, the lower the AAV. I could see him at 3 x $5m, not 7. I also think Connor Brown is going to be traded at the TDL like Nick Paul was this year. Giroux @ 5 and no Connor Brown creates nearly $6m in cap space.
Personally, I would offer Giroux 1 year at 7, so he can chase the Cup again as a rental. In fact, rather than offering UFA Giroux, I would prefer offering the 2022 # 7 overall pick to Carolina for RFA Martin Necas or to VGK for RFA Nicolas Roy, (Carolina and Vegas must know that both players are prime candidates for an offer sheet of 5 years @ $4.2 million with a 2023 2nd Rd pick as compensation).
Come to think of it, how about keep the #7 pick and trade Connor Brown to cap-squeezed VGK for Nicolas Roy and Evgeni Dadanov? You could then trade Dadanov, either to Arizona as a camp dump or at the TDL as a rental.

I'm not sure we can afford Fiala (7/8 years @ $8-9m) within the medium term cap space.
I think a more doable approach would be to sign Claude Giroux for 1year (if Florida loses) or 3 years (if Florida wins the Cup), move 2023 Calder Trophy candidate Shane Pinto up to play wing with Stutzle, put Ridly Greig between Formenton and Connor Brown, and use assets to acquire Jakob Chrychun.

Only difference - I would play Hamonic with Chabot and Thomson with Holden to balance out the offensive and defensive Ds plus I would trade Matt Murray to Vegas for William Carrier (so Vegas can use Murray's LTIR status to create needed cap space on their opening day roster).
Back up Plans B and C if Claude Giroux does not want to come home.... (B) Sign UFA Ilya Mikheyev or (C) Add to the Zaitsev deal (2023 Ott #1 top 2 protected?) to acquire RFA Lawson Crouse.
I assume Zaitsev deal takes place after July 1 (when his $2 m. signing bonus is due), so Arizona acquires a $4.5 m. cap hit but a $2.5 m. basic salary obligation in 22-23.

I agree with the idea of Sokolov as a possible 4th line winger. I think the best option beyond Giroux is the Colorado UFA winger, Burakovsky (or Nichushkin?).
Fiala and Konecny are not UFAs. The former is an RFA and the latter has a long-term contract, so acquiring them will take assets, not just $.

A few games with the 67's, and you can see why the Sens drafted Tyler Boucher. He looks like a young Corey Perry. I think he is going to have a coming-out party at the upcoming U20 championships. (his birthday is in January, so he has another year of eligibility)

Hopefully, Andrei Kuzmenko signs a one year ELC this summer and is worth keeping (like Zub was).
Out of the box thinking (1) Colin White plays lights out as Stutzle's right wing when he returns from injury this year. Or (2) They move Shane Pinto to RW with Stutzle and Nick Paul/Ridly Greig plays 3C.

a slew of right wingers i would think may be avaliable but for what price
(1) Perhaps Toffoli is available? Particularly if Ottawa takes all or part of Byron's last year cap? Would probably require Brannstrom being part of the trade, so he can replace Petry as Montreal's PP QB. OR
(2) How about Kapanen from Pittsburgh? OR
(3) Exploit the VGK cap problem caused by Eichel's arrival. Offer sheet Nicolas Roy (3 X $3.5 M?) to play 3C, allowing Pinto to move to RW with Stutzle (he could take the faceoffs!). Roy reminds me of a young Ryan Getzlaf.

How about Holl and Ritchie for J Brown and Sanford? Leafs get some capflex this year and more cap space next year (to extend Campbell and the two young Swedish D). J Brown brings toughness as a 6/7 D. Sanford would fit well with Spezza and SImmonds on the fourth line. Ottawa gets an RD upgrade and Ritchie can get a fresh start as a third line power forward.

Create cap space for the post-ELC young guns plus Nick Paul and Connor Brown by: (1) buying out Colin White next summer (still young enough, so only 1/3 of contract), (2) trading/not re-signing Chris Tierney, (3) trading Matt Murray and Nikita Zaitsev (retaining some salary if necessary).
I think the 4 longer-term Cs will be Norris, Pinto, Ridly Greig and Nick Paul.
Also need to find a place for power forward LW Zack Ostapchuk. Fourth line of Ostapchuk, Paul and Boucher?

(2) Better to pay Nick Paul and buy out Colin White (CW is too expensive for the bottom 6, and still young enough for a buyout based on only 1/3 of contract)

Fill the Roster with Offer Sheets from TB
Seattle draft protection list is due July 17. Seattle draft July 21. Negotiations with RFAs re: an offer sheet are not allowed until July 27. ie If TBL wants to keep Foote, they should sign him before July 17 and protect him from Seattle.
Best bet for Ottawa is to propose a trade before July 17. eg offer a draft-exempt D (Bernard Docker) and a draft pick for Foote? Ottawa then signs Foote and protects him along with Chabot and Mete - Zaitsev is exposed to Seattle but probably not taken due to contract.
