I'm not looking to get into a long argument here so i'll just say, your not reading that article correctly.

The "Games played" requirement you're referring to has <strong>no impact on an individual player's eligibility</strong>
It is a requirement of each <strong>TEAM</strong>, to expose at least 2 forwards and 1 defenseman that are <em>under contract</em> and have played at least <em>40 games</em>

What this means is: Just because a player has not played 40 games does not make them exempt,

Only 1st and 2nd year pros and unsigned draft picks are exempt
