I would def have Minnesota higher, Vancouver in the top tier, and the leafs a little lower.

Detroit I think can go up a tier, and Ottawa up two tiers

Montreal is too high and LA should be in the top tier

I mostly agree. I would move Vegas and LA up one, and move Detroit down one. But I agree with everything else
