I don't think Buffalo, a team on most players no trade lists, has to worry about any players signing offer sheets.

Free agent signings aren't really a big part of a rebuild. Hawks will be fine. Buffalo actually has to win for winning to cure anything. Not their usual good half season and out of the playoffs by January.
