He is a good player on a relatively reasonable caphit. The kind of team that would value him typically can't afford (or will go an aging vet on a minimum deal) his cap hit and the kind of team that can afford him aren't necessarily willing to pay someone like him for their role on their team (they'll go with a cheap kid). He'll have more value to a playoff type team than a rebuilding team. Hawks can afford him, but what is the point of paying a bottom 6 guy 6.3 over the next 3 seasons when you are unlikely to be competitive most if not all of those years when you can roll league minimum kids through that lineup spot in hopes of developing a few of those internally?
At a minimim, I think the Hawks would want to move a roster spot/contract/salary the other way (to many forwards already). Collin Blackwell & a the NYR 4th for Jarnkrok would be my counteroffer from the Hawks. Again not because he is a bad player or has an unfair contract, but simply because there are plenty of other options to play in the bottom 6 and there is no compelling reason to acquire a player like that. Move Blackwell's cap and only a 4th becomes compelling enough that you can't say no. A 3rd and you probably can't get past....that's fair but what is the point/why are we doing this?
