Panarin gets more, especially if he has to pay Canadian taxes. Also, Jack Hughes gets a max ELC.

Stop it with the Taxes... 1- They have fiscal planners and they are paid accordingly 2- they are barely higher than NY 3- they are paid in USD in Canada, where the price of life is cheaper -> so their 1$ USD = 1.30$ CAD. So their pay is 30% bigger in term of buying power.

Also, the calculator on this website doesn't work well with the true imposition in Canada. Our fiscal system is a bit different from the U.S

Free Agent Signings: I can see them signing both Armia and Lehkonen but Lehkonen is worth more... the coaching staff and players love him and he’s a great all around player just has been snake bitten offensively. I can see them signing Reilly however it’ll probably for less than 2 mill... if kulak keeps up how’s hes playing with the big club I can see him getting a similar deal but for less than Reilly. Hudon will probably be traded or let go at the end of the year unfortunately. Doesn’t seem to be appreciated and is underutilized. Also can’t see Montreal going after panarin... I don’t think bergevin will make a big splash in free agency until after this team makes consecutive playoff appearances. I like trading away schlemko and Deslauriers but Not sure how I feel about the trade with Carolina

The players pay taxes from their permanent residence's location. Therefore, if Panarin has a condo in Montreal but lives in New York in the offseason, he pays taxes form New York (this is just an example I don't know where he actually lives lol).

Lots of players have their permanent residence outside of their team's city for this specific reason.

It's wherever they work out of for income tax though. So that would be Montreal.
