Precisely. They have around $3-$3.5 million of cap space, and would likely be signing #3 overall, which would take up $925k plus bonuses. At $6.5 million, yes, they would match Jones. But they don't have the space to do it, unless they can trade someone who has a NMC and massive contract (Clarkson) which might not happen. Losing Jones is probably unlikely, but much more likely than people think.
A team can go 5 million over the cap in the summer as long as they are cap compliant by the start of the year. So they can match the deal as long as they are within 5 million dollars above the cap.
Then they have all summer to figure it out. Worse comes to worse they let someone take advantage of them in a Hartnell deal.
But under no circumstances to they fail to match an offer sheet for less than mutiple firsts. And even then I think they'd match it.

I don't see there being any problem resigning Jones. I think it's a moot point. Jackets will pay him accordingly and move the necessary pieces to stay under the cap.

Exactly, I don't think its as big a problem as some posters think. Jarmo would plenty of time to move some pieces around if needed. Worse case scenario, they move players with still decent value like Hartnell for below market return. If sacrificing one older but decent player means keeping Jones, i think they'll do it.
Offer sheets only work when you over pay for some one. See Shea Weber's offer sheet. Nashville should of let that one go IMO. Jones @ 6.5 isn't a crazy over payment. Higher than market value but not crazy. Columbus would match and deal with cap afterwards.
Let's say CBJ decides not to match an offer sheet and it gets the CBJ the 1st, 2nd and 3rd round picks in compensation. Maybe that isn't the best deal for CBJ, but it may be better than matching the offer if you don't think Jones is ever going to be a much better than average Dman. The CBJ then take that 6m that they saved by not signing Jones and spend it wisely on someone else. What I'm saying is, besides the draft choices, smart GMs (which may not be CBJ) can spend the money on an equal good player.
The only way Jones gets signed to an offer sheet is if they offer 8 mil. But at that point Edmonton would have a problem. Plus, they would be in line to lose four first round picks. Not a smart move in my opinion.
