look at marners agent (Darren Ferris). all of his RFA clients that are top 6 guys he asks absurd amounts for, threatens the team (Move to Europe, offer sheets coming, etc), leaks a higher value to the media, and then eventually settles for close to what the team wants on a bridge around training camp. Marner being in Toronto creates the perfect storm, the media amplify this situation, increase he perceived value, and create a stir and fear amongst fans. the thing is, NHL GM's know the value of an RFA winger who is potentially elite leaving his ELC does not exceed 10 million dollars. Thats why there have been no offer sheets accepted, if he was worth more than $10million someone would pay him that, its clear the leafs don't want to unless its serious term.
