Rangers CAN get Carolinas first overall - see description

Description
Toronto's first round pick is too 10 protected... if they lose play-in round and get the 9th or 10th overall pick, Carolina's first round pick would go to the Rangers no matter what it is. Even first overall. Right?

According to Friedman it would be the higher of the 2 picks. So the worse pick

Toronto can’t get a top 10 pick, since there are 7 worse western conference play-in teams. And at least 3 are guaranteed to lose.

This is correct. Even if every play-in round is an upset, at worst Toronto pick is 11th.

Yeah true.

But it's impossible for both TOR and CAR picks to be TOP10 picks though, since there's not gonna be another lottery for the teams in 9-15 positions. Those teams would be determined by their point averages and even if all the best teams would drop on the play in round Leafs' pick could be 12th at best, since only PIT, NYI and EDM have better percentages (and CAR obviously but they'd be 1st in this example).
