OTT instantly declines.

OTT is not paying one of their best assets for Fleury, let alone paying extra picks on top.

VGK would have to pay OTT to take Fleury

So, yeah, OTT is not the team for Flower. But he is not a cap dump, you would definitely have to pay for him
