Having them throw in Glendening would of made more sense then trading for raffle

Agreed. Glendenning as an added piece here and not adding Raffl would've made much more sense. I wouldn't be surprised if Raffl has 0GP in the playoffs.

For the price, it seems reasonable to get a throw-in. WSH might not have felt they needed more, though.
